This position will plan, organize and conduct systems development projects.
Consult with clients to, identify, plan, design/develop/evaluate and implement new business/computer systems and/or revise existing systems.
Develop computer applications using established tools and standard designs and architectures.
Perform as a project manager/leader in the development & change processes.
This position will have hands-on participation and responsibility in all elements of a full life-cycle development process.
The successful candidate requires business skills to fully understand the role information systems plays in various business disciplines, along with strong written and verbal communications skills, analytical, project management, programming, and database skills.

MINIMUM QUALIFICATIONS: Education: Bachelors degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology-related field to include coursework in systems analysis and applications programming using third generation or other generally accepted computer programming languages.
Experience: Two years of experience designing, developing, testing, implementing and maintaining applications systems and programs using third generation or other generally accepted computer programming languages.

Thirty credit hours from an accredited college or university in Computer Information Technology, Computer Science, Management Information Systems, or other information technology-related field to include coursework in systems analysis and applications programming using third generation or other generally accepted computer programming languages may be substituted for the required education.
2. An additional year of experience designing, developing, testing, implementing and maintaining applications systems and programs using third generation or other generally accepted computer programming languages may be substituted for the required education.
3. Experience operating multipurpose, multi-tasking computer systems; or scheduling, controlling input and output or maintaining a tape library to process data on multipurpose, multi-tasking computer systems; or evaluating, implementing and maintaining microcomputer hardware and software; or converting data from project specifications by developing program code using third generation or other generally accepted computer programming languages may be substituted for high school on a year-for-year basis.
SELECTIVE QUALIFICATIONS: Two years experience and demonstrated proven capability with the following: Windows Share Point Portal Server, Visual Studio.
