JOB DESCRIPTION Job Summary

Responsible for preparing treasury tasks, including the fund s expense budget, monthly and quarterly financial information and testing the fund s compliance in accordance with IRS and SEC requirements.

Job Responsibilities

1. Performs the following client functions:
Performs testing of the mutual fund s compliance in accordance with IRS and SEC requirements, using our exception-based compliance system. Analyzes and researches compliance exceptions and presents suggestions to manager. Reviews fund prospectuses and determines whether any changes are required to compliance control documents.
Prepares the mutual fund s expense budget, using knowledge of client s expense structure and history. Makes recommendations regarding budget changes to manager.
Maintains expense accruals and payment documentation, including periodic expense analysis, annual expense budget, expense rollforwards, and expense cap analysis. Interacts with client with regard to questions on status of invoices and allocations and accrual rates.
Prepares Rule 24f-2 and Form N-SAR regulatory filings; research client questions using SEC filing instructions and internal procedures. Coordinates obtaining data from other IBT departments.
Prepares monthly and quarterly financial information for fund management and Board of Directors.
Calculates fund performance; reviews performance for reasonableness.
Calculates periodic distributions and presents suggested distribution amounts to manager.

2. Complies with internal procedures and specified deadlines

3. Creates client calendars and manage timing of work flow and client deliverables. Uses judgment to escalate any potential concerns about deadlines.

4. Maintains well-documented organized workpapers and client files

5. Other special projects and tasks as assigned

Job Requirements

BA/ BS plus 1- 2 years related experience
Candidate must be detail oriented
Ability to work in a deadline oriented group with peak period workflow

Budget Specialist

Description:

-Develop collaborative relationship with assigned operational areas through meetings and one-on-one discussions.

Assist operational areas in:
-Developing annual budgets;
-understanding their financial statements and explaining variances to budget;
-identifying potential funding issues and prepare supplemental budget requests as needed
-developing and updating forecasts throughout the year

Bid and Proposal Activity:

-Update cost models and work with bidding team to gather information and prepare and print cost proposal information.
-Assist with maintenance of cost model and utilize knowledge in ensuring a competitive cost proposal.
-Work with technical proposal team to ensure consistent information is provided in the cost proposal and the technical proposal.
-Read proposals or updates and be able to provide summary to Finance management as to specific requirements for Finance.

Budget and Reporting:
-Provide assistance as needed to complete the annual budget to CMS.
-Complete ongoing financial reporting to CMS as assigned.

-Provide assistance as needed on other projects..The Budget Specialist is responsible for cost analysis to support the financial management of assigned operational areas. In addition, this position will assist with ongoing financial reporting to the government as well as the bidding and proposal efforts. This would include developing and maintaining cost proposal templates, cost models, and updating supporting assumptions and documentation. This position would also provide assistance during the annual budget process and serve as back-up to the Budget Senior Specialist position..

Qualifications:

-Bachelor?s degree in accounting or finance with 2 – 4 years of experience is required.
-Positive attitude, team oriented person who is willing to go above and beyond the call of duty to help complete any task.
-Strong initiative and self-motivation with the ability to work with minimal direct supervision.
-Strong communication and interpersonal skills are necessary as well as good presentation skills.
-Moderate experience with automated database systems and PC applications, such as Microsoft Excel, Word and Access, and integration techniques with accounting software.
-Strong organizational, analytical and mathematical skills and detail oriented.
-Ability to present a positive and professional image within organization and to external parties.
-Regular attendance is an essential function of this position.

Further, CIGNA is required to provide certifications regarding the accuracy of the performance and submission of data related to the contract activities. These certifications serve as the basis for evaluating CIGNA?s performance and can also serve as the basis for legal action. Therefore, the ability of this position to remain cognizant of the contractual requirements and respond to them in a prompt and accurate manner is crucial.
